Technically photographing the money violates the counterfeit laws. I suppose making any alteration to the image like those scibbles probably moves it into a gray area.

I asked my personal attorney about escrowing last year and he flat-out refused because betting on politics is illegal. Hopefully your attorney will bend, but you won't need it, as he's not serious.
