It’s always meant dark hair and eyes from what I thought. Without googling who coined it or why that is.

Yea this phrase came out before black people were ever seen in the media at all. I used to think it meant ethnic and it gave me great confidence, then a white student awared me and made me wise up. None of the girls at school thought I was a suitable partner. It’s just a white guy with dark hair. Very interesting

It became popular at a time when people were racist as hell. It just means tall good looking white guy with dark hair and maybe a light tan. IE not some pasty cuck who spends all his time indoors.

As many others said, they mean white dudes who are maybe Greek/Italian/Spanish/dark haired Europeans. It doesn't really even count for us Arab bruhs, and certainly not black bruhs.
