The Chinese leader cited rising protectionism, rapid changes to the global supply chain and increasing uncertainty in the aftermath of the Covid-19 pandemic as reasons to act.
He also pledged to increase investment in science and innovation and promised to free scientists from red tape and give them greater autonomy.
His speech coincided with a similar call from US President Joe Biden, who on the same day asked the Congress to back an ambitious increase in funding for scientific agencies.
Addressing the country’s top scientists, engineers and researchers on Friday, Xi said: “Science and technology has become the main battleground of global power rivalry.
“Competition over cutting-edge technology has intensified to an unprecedented level. We must have a a strong sense of urgency and be fully prepared.”
China is facing increasing pressure from the US and its allies, particularly over the development of 5G and chip technology.
Many Chinese tech companies, such as telecoms giant Huawei Technologies, have also been sanctioned by the US over security concerns and are in danger of losing their overseas markets.
Xi said China must overcome these bottlenecks and focus on areas that could produce breakthroughs.
He said the government needed to give scientists and researchers greater support and free them from unnecessary administrative work and other distractions.
“We must not allow unnecessary distractions, such as meaningless functions, events and administrative paperwork, to suck up the time of our scientists and researchers. We need to reduce bureaucracy,” Xi said.
He also stressed the importance of international cooperation, as China seeks to become an innovation powerhouse by 2035, and unveiled plans to establish research funds for foreign scientists and initiate massive international projects.

China urged to increase sea-based nuclear deterrent amid US intensified strategic threat
Facing a serious strategic threat from the US, China was urged to increase the number of nuclear weapons, especially its sea-based nuclear deterrent of intercontinental submarine-launched ballistic missiles, to deter potential military action by US warmongers, Chinese military experts said on Friday, after reports that the US' new defense budget will modernize its nuclear arsenal to deter China.
Having a nuclear arsenal appropriate to China's position will help safeguard national security, sovereignty and development interests and establish a more stable and peaceful world order, which will be beneficial for the world, they said.
The US defense budget, set to be sent to Congress on Friday, is expected to include investments in troop readiness, space, and the Pacific Deterrence Initiative aimed at countering China's military existence in the region, and nuclear weapons technology, Reuters reported on Thursday.
However, Chinese military experts believe that US attempts of increasing military deployment in the Indo-Pacific region will not increase returns for the US as most countries in the region will not allow the flames of war initiated by the US to burn themselves.
The US would buy ships and jets and develop and test hypersonic weapons and other "next-generation" weapons systems to build capabilities to counter Russia and China. The total national security budget will be $753 billion, a 1.7 percent increase over the 2021 figure, Reuters said.
China has kept its defense spending at around 1.3 percent of GDP in recent years, which is far below the average global level of 2.6 percent, data shows. The US, by far the world's top military spender, has spent about four times that of China in recent years.
Chinese analysts said China has never taken aim at US military spending, nor does China want to engage in any form of arms race with the US.
But the US has applied greater military pressure on China, sending warships and warplanes at an increasing frequency to the South China Sea and Taiwan Straits.
The US is also preparing what US media called its "biggest navy exercise in a generation with 25,000 personnel across 17 time zones," as it's preparing for a "possible conflict" with China and Russia.
The US attempted to deepen the militarization of space with its new budget plan, including its investment on future weapons. Considering that the US deems China its top imaginary enemy, China needs to increase the quantity and quality of nuclear weapons, especially submarine-launched ballistic missiles, to effectively safeguard its national security, sovereignty and development interests, Song Zhongping, a Chinese military expert and TV commentator, told the Global Times on Friday.
Some military experts said China should increase the number of its most advanced intercontinental ballistic missiles (ICBM), the DF-41, which has the longest operational range among all Chinese ICBMs.
Song said that strengthening sea-based strategic nuclear deterrence is also an important direction for China's future development, as these weapons are better at stealth and secondary nuclear strikes.
China could use its most advanced submarine-launched ballistic missile (SLBM) to effectively counter the US threat, Song said.

The strike force, led by United States Trade Representative Katherine Tai, will identify unfair practices “that have eroded critical supply chains and to recommend trade actions”, according to Sullivan and Brian Deese, director of the White House’s National Economic Council. The force will look for specific violations that have contributed to a “hollowing out” of supply chains that could be addressed with trade remedies, including toward China, the advisers said in the report.
“Our report‘s findings reinforce the president’s call for making a once-in-a-generation investment in our nation’s production and innovation infrastructure,” Sameera Fazili, the council’s deputy director, said at a briefing about the report.
The 100-day inter-agency review was directed by US President Joe Biden in February, just weeks into his administration. Federal agencies – the departments of Commerce, Defence, Energy, and Health and Human Services (HHS) – were asked to look into how much they depend on imports for semiconductors, pharmaceuticals, automobile batteries and rare earth elements crucial to technology development and defence.
Across all four sectors, the report said, “China stands out for its aggressive use of measures – many of which are well outside globally accepted fair trading practices”.
Beyond the initial evaluation, Biden also asked the agencies for a broader, year-long examination. That review, to be completed by February, focuses on industrial bases in six sectors: defence; public health and biological preparedness; information and communication technology; energy; transportation; and agricultural commodities and food products.

China’s government is doubling down on its embrace of distributed databases with the establishment of an “advanced blockchain industrial system”, as the country looks to incorporate the technology into its economic and development plans.
The country plans to establish industrial standards, tax incentives and intellectual property protections to support the blockchain industry, for which it wants to become a world leader by 2025, according to a document released on Monday by the Ministry of Industry and Information Technology (MIIT) and Cyberspace Administration of China (CAC), the two agencies in charge of the world’s largest internet industry. The document also mentioned plans to enhance global cooperation under the Belt and Road Initiative (BRI).

The only solution is to embrace complete automation and help fund a massive leap in it. Their labor and supply capacity is too hard to beat by humans but not so much with robots. US FCC advances proposed Huawei and ZTE equipment ban on telecoms networks, which could revoke prior approvals
The US Federal Communications Commission voted unanimously on Thursday to advance a plan to ban approvals for equipment in US telecommunications networks from Chinese companies deemed national security threats like Huawei Technologies Co and ZTE.
Under proposed rules that won initial approval, the FCC could also revoke prior equipment authorisations issued to Chinese companies.
A Huawei spokesperson, in an email, called the FCC revision “misguided and unnecessarily punitive”.
Acting FCC Chairwoman Jessica Rosenworcel said the new measures would “exclude untrustworthy equipment from our communications networks … We have left open opportunities for [Huawei and other Chinese equipment] use in the United States through our equipment authorisation process. So here we propose to close that door.”
FCC Commissioner Brendan Carr said the FCC has approved more than 3,000 applications from Huawei since 2018.
The FCC action would prohibit all future authorisations for communications equipment deemed to pose an unacceptable risk to national security.
In March, the FCC designated five Chinese companies as posing a threat to national security under a 2019 law aimed at protecting US communications networks.
A group of US lawmakers including Democratic Senator Ed Markey and Republican Senator Marco Rubio praised the FCC action saying it mirrors the goals of bipartisan legislation. Donahoe went on to say that the company intended to keep investing in its China operations as it reported better than expected revenues in its fiscal fourth quarter. Its sales in China missed Wall Street expectations.

Nike recently came under fire in China for a comment it made raising concerns about forced labor practices in the Xinjiang Uyghur Autonomous Region (XUAR). It reassured customers that it does not source textiles or products from the region, like cotton.

NATIONAL HARBOR, Md.—The top U.S. Air Force officer in the Pacific said Tuesday he is keeping his options open on which military planes will become part of an increased American presence in Australia, after the island nation’s defense minister publicized the move in Washington last week.

A leadership school funded and built by the Chinese Communist Party to train political party officials in southern Africa has opened in Tanzania, as part of Beijing’s efforts to export its model of governance.
The Mwalimu Julius Nyerere Leadership School, for which China’s ruling party provided US$40 million in funding, was opened on Wednesday by Tanzanian President Samia Suluhu Hassan and several neighbouring countries’ leaders.
Located in Kibaha, near the port city of Dar es Salaam, it will serve political parties in the region and be a platform for China to enhance exchanges with them as a form of “party-to-party diplomacy”.
Initially, it will train leaders from pro-independence parties in South Africa, Mozambique, Angola, Namibia and Zimbabwe, as well as Tanzania.
Some of those, such as the Mozambique Liberation Front (FRELIMO) and the Zimbabwe African National Union, received support from China’s former leader Mao Zedong during their liberation struggle. China provided ideological and military training, and supported their guerilla warfare against colonial minority regimes.
Some of the parties’ military officials at that time were even trained in China, including Emmerson Mnangagwa, Zimbabwe’s current president, who attended a military academy in Nanjing in the 1960s.
President Hassan, chairwoman of the ruling Chama Cha Mapinduzi, said the school would also train young people to be patriotic, evaluate the progress made in the six countries since they won independence, and plan future growth.
“We want our parties to have well-organised leaders, strong leaders who know their discipline and values, who will understand, manage and educate the community about our ideology,” she said.

It included a proposal that "China may, according to its own needs and with the consent of the Solomon Islands, make ship visits to, carry out logistical replenishment in, and have stopover and transition in Solomon Islands".
It would also allow armed Chinese police to deploy at the Solomon Islands' request, to maintain "social order".
The "forces of China" would also be allowed to protect "the safety of Chinese personnel" and "major projects in the Solomon Islands".
Without the written consent of the other party, neither would be allowed to disclose the missions publicly.
The leaking of the draft sent political shock waves across the region.
The United States and Australia have long been concerned about the potential for China to build a naval base in the South Pacific, allowing its navy to project power far beyond its borders.

Complete with temples, pavilions and a 70-foot white pagoda, the project thrilled local officials, who hoped it would attract thousands of tourists every year.
But when US counterintelligence officials began digging into the details, they found numerous red flags. The pagoda, they noted, would have been strategically placed on one of the highest points in Washington DC, just two miles from the US Capitol, a perfect spot for signals intelligence collection, multiple sources familiar with the episode told CNN.
Also alarming was that Chinese officials wanted to build the pagoda with materials shipped to the US in diplomatic pouches, which US Customs officials are barred from examining, the sources said.
Federal officials quietly killed the project before construction was underway.
The canceled garden is part of a frenzy of counterintelligence activity by the FBI and other federal agencies focused on what career US security officials say has been a dramatic escalation of Chinese espionage on US soil over the past decade.
Since at least 2017, federal officials have investigated Chinese land purchases near critical infrastructure, shut down a high-profile regional consulate believed by the US government to be a hotbed of Chinese spies and stonewalled what they saw as clear efforts to plant listening devices near sensitive military and government facilities.
Among the most alarming things the FBI uncovered pertains toChinese-made Huawei equipment atop cell towers near US military bases in the rural Midwest. According to multiple sources familiar with the matter, the FBI determined the equipment was capable of capturing and disrupting highly restricted Defense Department communications, including those used by US Strategic Command, which oversees the country's nuclear weapons.
While broad concerns about Huawei equipment near US military installations have been well known, the existence of this investigation and its findings have never been reported. Its origins stretch back to at least the Obama administration. It was described to CNN by more than a dozen sources, including current and former national security officials, all of whom spoke on condition of anonymity because they were not authorized to speak publicly.
It's unclear if the intelligence community determined whether any data was actually intercepted and sent back to Beijing from these towers. Sources familiar with the issue say that from a technical standpoint, it's incredibly difficult to prove a given package of data was stolen and sent overseas.
The Chinese government strongly denies any efforts to spy on the US. Huawei in a statement to CNN also denied that its equipment is capable of operating in any communications spectrum allocated to the Defense Department.
But multiple sources familiar with the investigation tell CNN that there's no question the Huawei equipment has the ability to intercept not only commercial cell traffic but also the highly restricted airwaves used by the military and disrupt critical US Strategic Command communications, giving the Chinese government a potential window into America's nuclear arsenal.
"This gets into some of the most sensitive things we do," said one former FBI official with knowledge of the investigation. "It would impact our ability for essentially command and control with the nuclear triad. "That goes into the 'BFD' category."
"If it is possible for that to be disrupted, then that is a very bad day," this person added.
