simply majority passes a bill.
to change the constitution (should that indeed be the case in making Dc a state) you need a major majority vote.
Dems do not have a big enough majority to pull that off and they have no chance in hell of pulling enough republicans over to their side.

I expect this to go to the supreme court simply because a quick internet search tells me this is going to be messy leagally.

I read from a law professor that area of federal buildings = 3 automatic electoral votes for the current administration because even if DC becomes a state and get their EV's it's a different amendment that needs to be changed.
if true it doesn't sound like this was thought through.
