to change the constitution (should that indeed be the case in making Dc a state) you need a major majority vote.
Dems do not have a big enough majority to pull that off and they have no chance in hell of pulling enough republicans over to their side.
I expect this to go to the supreme court simply because a quick internet search tells me this is going to be messy leagally.

They’re redrawing DC so that DC will only be federal buildings (or something close to that) the area where 700,000 people live will become a state. Our nations capital will still not be a state.
