Some tattoos are very tasteful, have meaning, and are overall great artwork.
I grew up having a negative connotation with tattoos so on average I will think that they are trashy or distasteful. Being a bit sheltered I always associated tattoos with criminality and in my limited experience that was true, so when I started working with people with full sleeves it took me aback a bit.
Also the places I grew up in the South and the East Coast very few people had tattoos and it was a social faux pas.
Now people get them to be "cool" or "rebellious" when many people are just conforming to social norms. If anything it is counterculture to not have them now.

I really don't see the point in spending a fukkload of money and getting something inked permanently into my skin just so I follow the trend and look 'cool'.

NPCs can't override their vanilla programming so they default into hate when they see tattoos.
