I think him turning in the cats to the vet was him trying to get caught. he could just bury them in the back yard and nobody would have known. maybe he was worried he would start moving on to humans
He was mentally ill and likely both loved his cats yet also resented them. With mental illness, two things can be true, like the incels on the misc who both hate modern women yet desire them.
