I know a guy that works in law enforcement and he specializes in investigating/arresting people for child porn. In general nobody gets 'accidentally' caught up. At least, around here. There are only two circumstances where people get arrested:
-Its obvious pre-teen cp. As in obvious pre-pubescent individual.
-There is a specific complaint lodged by a family member/guardian of someone that's under age. IE you find out your 15 year old is sexting a grown man.
If I remember correctly he told me nearly all of his cases involved kids 11 or younger.
As far as Apple doing this, I'm highly skeptical. Back with the Boston Marathon bombing Apple refused to unlock actual terrorists phones to cooperate with law enforcement. I've heard of a few other major cases (Homicides) where LE needed Apples assistance and they essentially said F off user privacy is at the forefront. I have a hard time believing in this day and age Apple is suddenly going to become a friend to law enforcement and try to get ****philes apprehended. As it is the far left are typically making excuses for that sort of behavior. Seems kind of suspect IMO.
In general these investigations are super detailed and air-tight. If someone tried to make a frame it would be exposed. Investigators typically have a set criteria they follow that makes the case super air tight.

This is the wrong way to combat CP, imo. Let law enforcement do their own jobs and leave companies out of people's personal photos/info. If our government really cared about CP, CIA and FBI would find people in high-places and demand they start ratting out their rich friends. The whole Maxwell/Epstein thing was done in plain sight.
If Apple does this, it opens them up to admitting that people don't actually own their phones and users are just paying to lease phones and server space from them. So, warranties and coverage will have to be extended and every device sold through a retailer is really just a consignment. In other words, Apple remains liable for anything that happens to a phone, aside from being physically damaged from neglect. Their warranties will have to cover the entire duration of your ownership of a phone in order to ensure that the quality of service is upheld.
This is just one more step that the Western world is taking towards behaving like the CCP. We fund massive companies through huge tax abatements, they turn around and use those public resources to invade your privacy.
