They don't purposely have way more room than they need, but right now its a different situation they're trying to max capacity and it can't meet the demand. Entirely different situation than usual which is, "hey we usually only need 100 beds so let's have 110 just in case ". Right now its " we need more beds than we have the capacity for."

And the same thing happens during heavy flu seasons. We were told the only reason we were shutting down is because we were afraid hospitals would be so packed they couldn't handle any other patients. That hasn't materialized yet outside of some rare unconfirmed stories like the guy that got turned away from 43 hospitals (lol yeah right) completley unverified.
