Yes.

They can declare basically anyone a "terrorist" with no warrant or any actual reason

Look at the Jan 6th political prisoners who arguably should be charged with no more than minor trespassing for walking around the Capitol, yet they've been locked in solitary confinement for over a year now with no trial and no rights.
