Lots of Rural communities over there at quite advanced and succesful when it comes to self-governance. In the case of Cheran Michohacan the revolt that kicked out the cartels and the corrupt government/police alike was led and started by a bunch of abuelitas (srs) they riled up the entire town into a mob and kicked everyone out
