From the article posted (I did not read the official gov press release) it says that they ARE NOT AVAILABLE to people under 50. A little further down appears to be a direct quote.
"The JCVI also advised that the booster third dose which became available in 2021, will no longer be offered to those aged between 16 and 49-years-old who are not in a clinical risk group,"

So, I think using the term "not recommended" anymore is incorrect. It's basically a ban. If you wanted to get it as a 35 year old you would not be able to after Feb. 12th.

In England, the closure of the autumn booster campaign and the first booster offer will be on 12 February 2023. We strongly encourage everyone who is currently eligible for a first booster and is yet to come forward to do so before the offer closes.

Similarly, the JCVI is advising that the primary course COVID-19 vaccination should move, over the course of 2023, towards a more targeted offer during vaccination campaigns to protect those persons at higher risk of severe COVID-19. We strongly encourage individuals who have not had a primary course to come forward for their primary course before the offer closes.
So they still encourage everyone to get vaccinated and get boosted, but they do not view it worthwhile to offer it to people aged 16-50 going forward. It isn't banned anywhere. They just won't be offering it on their end presumably because the benefits against future variants will be slight. They may yet come up with a better booster and offer that for future variants.

Keep in mind that mortality levels in that age group are quite low, and omicron based variants have been mild compared to older ones.

The doses that aren't bivalent, and are still based on the strain that most likely does not even exist anymore.

Perhaps our resident gene therapy experts can weigh in on why they haven't shifted the primary doses to be based on more recent strains?

After all, one of the key selling points of using an experimental gene therapy was how fast and easily it could be adapted to new strains.
But we still need those to get into the US.
