It's an amendment to this legislation:https://app.leg.wa.gov/rcw/default.aspx?cite=26.28.015
Which already included notification exceptions:
"(c) "Compelling reasons" include, but are not limited to, circumstances that indicate that notifying the parent or legal guardian will subject the minor to abuse or neglect as defined in RCW 26.44.020."
It doesn't change age of consent or access to care, it exempts the shelter from the obligation to notify within 72 hours.

Are you ok with children being able to get these "protected health services" ie hormone blockers/surgery without a parents consent and without a parents knowledge all while giving them a safe harbor? Thus making it EASIER for children to make life altering decisions at a young age.

All the kid has to do is run away from home because they feel confused about their gender and that's the end of the parent's rights to the child. Now the state controls them and they can/will/do push whatever "gender affirming care" they want on the kid.
