Well, yeah. WWI started WWII. The "who started it" paradigm is some childish semantics that people get into without any nuance or understanding unless they're students of the subject. Hitler reacted to the environment he was in and his actions were despicable, but that doesn't mean he "started" anything. That doesn't quantify or qualify his immoral decisions.
