If there was a properly executed mandate saying people were required to mask in those various situations then they were violating the mandate. A mandate that carries the same weight as any law. This isn’t rocket science.

When people were in large groups on a corner, without a mask, I had probable cause to do a street stop, detain them, and search them?

The first bullet you skipped over to get to that one says;
