There was an article from "inside sources" shortly after the debate stating Biden is really only good between 10am-4pm. Anything after that, and he starts to decline considerably.

They have to decide at the convention. Since Biden dropped out the delegates are unbounded and can pledge to whoever they want. There is absolutely no obligation for them to go with Harris

Nope. Biden's pledged delegates will be released to vote for whomever they like. He can ask them to vote for Harris, but he can't force them to.
