It seems like it's like the NBA where you could call a foul on every play on someone, if you wanted to. so if you go to VAR the goal is being overturned...if you want to overturn it.

wow England's second goal was a counter coming from a ball hitting a camera cable and it didn't get VAR despite Norway protest
