#1: If she made the video, she controls the copyright. Sending it to him does not give him any rights and he is committing a copyright violation by publishing it. So there's civil action there, probably compounded by a claim like intentional infliction of emotional distress, since in the course of committing a civil tort, he did so with an eye toward hurting her as much as possible and successfully directed cyberstalking and harassment in her direction.

#2: In some states, there are "revenge porn" laws, wherein it's a criminal act to republish intimate photos for the purpose of harming someone. If there was a threat involved ("give me what I want, I have these photos and will ruin you"), it'd cross into blackmail/extortion/coercion statutes, as well. Somebody could easily end up with felony charges playing games.
