Don't care whether he's banned or unbanned but can't he just create another account? Does permaban mean you can't use the same username or does it also mean you can't post from the same IP address?

Yeah exemption if you forgot your password or had personal information leaked etc., your original account has to be active or have only been banned by request. Which they will then perm ban that account.
