i lived in alaska where natives are homeless because they choose too, and even get like 2k pensions from gov every month for their lineage of blood. anyway, they just stay drunk and homeless. sometimes when it hit -45 for a day or two, id wake up and drive thru town and see several frozen bodies. no chits given though. i literally had drunk natives stumbling infront of my car drunk and get hit and get up and kick my car and go off on me. "you white devil you!"

Better answer, when they ask for cash, here is your samsbolton approved response: tell them you will give them 50 quid/dollars IF they can tell you just one thing they have done so far that day to improve their situation. E.g., have they tried not drinking or shooting up, have they tried reading a self help book, have they made any effort to look for work perhaps through a homeless charity etc etc.
I have done this a few times now and not had to pay, but hopefully it makes them take a look at themselves, take responsibility for their own actions, and stop leaching off hard working chaps like myself
1. never give the homeless money. if you give food to a dog, soon you have a backyard full of dogs
2. cops SHOULD beat up the homeless until they move on
