Calves are difficult to grow due to daily usage already. (Walking, running etc) But they can grow if you stress them enough. Vary the weigths and reps and sets. They'll grow. Arnold said that calves and forearms should be the same size. Arnold said that he used to take pics in the water to hide his calves because they were tiny yet after a while he figured out how to make them grow.

This. It's like saying because women like facial hair that men would like it too on women. Men and women are attracted to different traits.
