Cartels > federal government. It's their country, it's their playground. Which is why states is archaic and should be re-chartered to proper cartel territories / new states.

Go to Mexico all the time bro never had any issues other than cops, and usually hit up the Cartel owned night clubs as they pass out free VIP to Americans. They do actually have to be careful with tourists as they own lots of businesses in the States/Europe hence the need to launder their money. Cartels can't be randomly whacking tourists will bring unneeded retaliation from other countries.
