I think this is more stereotype than actual truth. I've spent a cumulative 15months in France and that is totally not the case here. Even in Paris unless the person uses English on a daily basis for their career whether that be corporate france or tourist Paris, then people only have elemtary object-noun vocabulary and extremely basic sentence skills "I don't know where that is", "fuk off we're full"

They hate speaking English and will even sometimes feel insulted, if you talk English in their country as a tourist.

(It was always hilarious playing League of Legends/Warcraft 3 on a European server, getting a international team made up from Polish, German, Spanish and UK brahs working together communicating in English. Than you get one French unable to understand what your pans are and oblivious to the teams plans, sending you and your boys to a certain death.)
