Can we all at least agree that one divorced parent should not be able to force the other parent to finance medically unnecessary and permanently-altering medical treatments for their child?

Assuming the story is true, there's no reason whatsoever to just assume the mother is doing it for any other reason than to tyrannize and abuse her ex. Whether the kid is in some way biologically/psychologically trans-gender or not, she should, at the very least, be solely on the hook for paying for whatever is involved if the father wants no part of it.
