To me, a 16 year old is a young child.
Children tend to know very little as they don't have much in their minds. Many people, including adults, never had anything explained to them, they just "do things" or accept them but don't really know why.
In this case, the girl could be very smart and just not understand. She could believe no one cares about her, and needs attention. There's lots of girls like that and teaching and expressing great concern might help life her spirits and give her something better to think about.
It's a father's duty to do that for his kids and if not he's a failure.
However, if you're right, then you must take action.
A boy does not have to "f@ck" your daughter. That is weak thinking. I would take immediate legal action if a kid threatened me and on top of it was trying to have sex with my child. Of course, if they were a nice couple who liked each other I wouldn't attempt that.
Whatever the case, no child needs social media, phones, to date, or any of it. All of that stuff is adult level activity that most children cannot handle and don't require.
If the father does nothing, he's useless. If he does what I've said, he will be seen as a person not to be messed with when there's a crisis.
