20?? No way.

Mine are 42.5 cm flexed and unpumped at 6’, lean... which is like 16.8~ inches and people tell me I have huge arms all the time. I’m natty of course... couldn’t imagine what people would think if I had 20 inch arms, and honestly I can’t imagine adding more than maximum 2 cm to my arms, and even that is hard to imagine to be honest (while being natty).
