In the end, people want to blame someone. But nobody wants to take responsibility for their own actions. People knew what was happening, and still made the choice to travel or go out, or practice poor hand hygiene. No matter how well or poorly it would have/could have been handled, there will be criticism.

If you really want to keep people in a cave, then all you have to do is get them addicted to drugs and tell them that in order to buy more drugs, they have to live in a cave and perform shadow puppets for an audience.

Then they will stay in the cave forever, and maybe even like it there. And maybe if they perform well enough, then they will actually begin to believe their own performance. The real world is scary and not at all what they imagined it to be, plus they have no friends and their family is insufferable and they needed a cave to stay in anyway.

So it works out perfectly for you.
