People are talking about inner city public schools being dysfunctional but as far as I can tell this is the intended function. I refuse to believe you can get these results this consistently while allegedly trying to change them.

The democrat party has raised up an extrajudicial activist class, largely disaffected lower class blacks and whites.

They can be activated to terrorize the contemporary kulaks (educated/trained working class whites and blacks), such as they did in 2020. It was small business owners that managed to eek out a thriving existence
- much like the original farmer-class kulaks singled out when Marxism began it's original march through history-that were overwhelmed and victimized.

Classism and the systemic racism boogeyman have created a situation where the activists can openly call for violence against whites and their property, and black business owners are also caught up in any rioting that ensues (as property owners they are guilty by association).

This creation of the activist class starts in these schools where the experience is so damaging many students become primed for the proceeding inculcation of racial and class animous.

Right now they are rolling our their pilot program of socializing grocery stores in Chicago, made possible by the refusal to enforce laws and the stoking of criminality purportedly tolerated due to racial grievances and classism. This is not unlike how the original Marxists recruited and employed criminals to enforce their brand of social justice.

I realize I've disgressed from the specifics of the op quite a bit.

There is a pervasive culture of embracing ghetto, hoodbooger attitudes and behavior, promoted by elements of the entertainment industry. Programming used to be primarily disseminated via radio and television, but now social media has intensified dissemination to unreal levels.

Whether wittingly or unwitingly many blacks self-segregate, and when they reside in a ghetto and friends and family across the State/country reside in ghettoes, when they do leave their community often times they traverse an archipelago of ghettoes and so no matter if they are in Detroit, Chicago, Flint, Youngstown, Sacramento, Houston, etc, they are always in the ghetto and reinforce associated inculturation.

I went to predominately black schools in the 90s. Back then I constantly got "why do you talk so white? Why do you dress so white? Why do you act so white?" Teachers straight up told us we are Democrats, Republicans are racist and would have you back in chains if they could. I'm not kidding.

There is a permissive attitude toward conducting one in ways that might make sense in the usual environs of a subculture, but are maladjusted to larger society and its norms and expectations. You can be referred to as a sell out, or accused of "code switching" if you are too off brand. "Colored people time" is usually said in jest but it alludes to a very real attitude about how norms and expectations between the black community and larger society are markedly different and there are gatekeepers who will police attitudes and behaviors, making sure not too many escape the Democrat plantations aka ghettoes.

Those are my thoughts.
