I don't think its that. I think he knows that he can literally say 2 completely contradictory things and then use whichever is politically expedient for him when it suits him. Dems believe whatever they are told, so having a sound bite for every occasion makes sense. They will just have fact checkers and media report that the other contradictory sound bite is taken out of context.

They repeatedly say 1 thing, only to say the opposite sometimes only a day later. Yet... in spite of that, people still showed up for Dems in greater numbers than expected this past election.
Everything depends upon execution; having just a vision is no solution.

The US President submits a budget REQUEST/PROPOSAL. Which Congress can roll up and drop in the dumpster, as they frequently do. Cite any Presidential budget request that was passed through Congress and enacted into law as submitted.

CONGRESS writes legislation, not the President. The US HOUSE originates all spending legislation, not the President. You continue to have no clue how the US Federal Budget process works.


If it works as you claim, then why aren't we operating under Biden's 2023 budget right now?
