Lots of them were from poor, working-class backgrounds. A lot of parents that were either on some kind of welfare, or working shitty dead end jobs and didn't have the time or care for their kids. I questioned this as well and got met with the same responses. No actual data. No actual police intelligence. In fact, this 'report' even stated they weren't given access to police data. This shit happens at higher levels with immigrants as proven by actual police data, but this 'report' is clearly sensationalized fake news.
