There have been dozens or even hundreds considered, both Dalton and Brosnan were screen tested years before being contractually free to take up the role.
Explorer Ranulph Fiennes has claimed many times to have been offered the role.

How many Vesper martini's had Bond drank in Quantum of Solace when Mathis speaks to him on the train?
