1) We de-institutionalized the mentally ill in the late 20th century and started letting people roam around among the public while doped up on psychotropic drugs (there were compelling reasons for reform, but the overall changes we made were really ill-advised). Now we treat "disturbed" minors by feeding them drugs and sending them to school with everyone else where they will inevitably be bullied for being nuts, but they won't handle it like a well-balanced individual would. Privacy laws sometimes prevent parents from learning from medical professionals that their 18+ year-old child is a verified psycho who should be on serious meds or locked up, and parents have a very steep uphill battle if they want to get their kid committed to an institution for serious evaluation and treatment.
2) Our country has become increasingly Balkanized in the past 30 or so years as populations of oftentimes unassimilable demographics have exploded (thanks to the treasonous 1965 immigration act which prioritized immigration from the Third World). School busing has compounded this problem with respect to public schools. As the political left has worked to undermine civic institutions like the nuclear family, churches, etc., young people (especially those with existing mental issues) often have no meaningful sense of brotherhood/community with their peers, instead viewing them more as extras in a film about their own lives. Expendable.
The above root problems are compounded further by social media saturation which counter-intuitively makes these unstable people feel even more isolated, adrift in a sea of miscellaneous people who are either nothing like them culturally or who are like them but appear to be part of an "in" group that the subject cannot be a part of.

- ****ty parents. Kids grow up with parents that don't give a **** about them, or love them, but are more interested in being on friendly terms with their kids than they are in raising kids who become good people and productive members of society. Too many kids grow up with a dad that is either absent, or if he's there, he isn't a strong male role model or any sort of authority figure.
- No community support. In the past, even if you had ****ty parents, you probably still had neighbors, your church, etc that you could turn to for support as a kid. My neighbor's dad was a grade A ******* and treated his kids like crap. His son, who was a good friend of mine growing up, was constantly at our house. At least he could tell that somebody, somewhere in the world cared about him. That's virtually nonexistant now.
- Glorification of violence. Our entertainment is more violent than it's ever been. This has the effect of desensitizing people that are already a little unhinged. People become obsessed with violence.
- Improper mental health care. The general response of healthcare professionals when somebody is mentally ill is to hand them a prescription for some kind of pills and turn them loose on society. There are virtually no in patient facilities and it's virtually impossible to force anyone to comply with treatment, even if they have shown violent tendencies.
-Dehumanizing those we disagree with. Our society is totally fractured. Our politicians call each other things like "deplorables" (I picked Hillary's term for Trump supporters but both sides are guilty of this). It's easy to pull the trigger when the person you're killing is a worthless piece of trash.

With the advent of the internet, isolation and echo chambers are huge threats to kids growing up today.
Society has a balancing effect on people. If you were spouting off radial ideas or actions before the internet age, people would tell you to change or they'd stop interacting with you. It's not like you'd sit in your basement all day by yourself reinforcing those ideas, so eventually you'd change.
Now, you can go down some deep rabbit holes and you can always find a group to join who will reinforce those ideas. You don't need to interact with society anymore. Parents can fill that balancing role, but for some of these kids without strong parental guidance, there's nobody to re-balance them when they get off track.

We still acting like this is a mystery? Everyone is posting good points, some overly specific. What it boils down to is mentally ill, social outcast, nihilistic individuals. When you are rejected by your peer group and the opposite sex, especially for young men, that's a highly volatile mix for someone who lacks the mental capacity or upbringing of a normal, healthy person. Add in an individuals desire to be noticed or remembered, and you can get heinous acts like this.

i used to get my ass beat by my parents and it made me more rebellious.
no i didnt become a **** up or a school shooter but it certainly didnt help with my mental state of having built up emotions, less attached to family (i still care for them but dont feel much for them if that makes sense)

Lots of good points already mentioned. There was a BBC documentary called The Batman Killer - A Prescription for Murder. It goes into the possible connection between James Holmes' use of SSRI'S and his mass murder. When you have so many people taking these drugs, the "extremely rare" side effects will show up in a sample size that large.
As a side note I wonder if the notorious MK Ultra behavior modification experiments might have been at least in part to test out these drugs on human subjects. These are powerful drugs that manipulate brain chemistry. I can't see it being considered ethical to test these out on knowing participants especially in the early stages of development when they had no idea what to expect.

Kids have built up absolutely no resistance mechanisms. Nothing is ever their fault and the world is supposed to always accept them no matter what.
That’s what they are being taught.
