So for example, if you take an African American business manager, and he intentionally doesn't hire X candidate for the job because his skin is white, how is that not discrimination? He negatively impacted that persons life due to the color of his skin. It can go in all directions.

LOL, what? Krane.. my response to you was a logical walk through of how one could discriminate against a majority colored person. Generally speaking no one person controls an entire industry, however there are plenty of minorities that control sections of industries, those with power over others.
I'm personally successful and would walk circles around you in that area so please don't pretend you can include my life as some example.

Yeah that's what people fought for in the past. To have reverse discrimination, force people in jobs that don't have the requirements purely based on their appearance, force people in a movie where it doesn't make sense purely based on their appearance. Hollywood lol, the only genres that are sort of safe are horror and comedy - for the moment. What are the numbers they are using? Is it going to be more qualitative like the Bechdel test for women?
Personally I think meeting some stupid quota is a dumb idea.
Making a clause about writing less stereotypical minority characters into a movie seems more sensible.
