There is no specific IQ test in the military, but certain batteries of the ASVAB are highly g-loaded. That is, they have a lot to do with IQ. And if you were to compare those ASVAB scores of candidates with their actual IQ scores, there'd be a high degree of congruence. In fact, I'm pretty sure Peterson clarifies this in that video or elsewhere.
Second, he is pretty much equating fit for service in the military with fit to function in society. Huh? Quite the jump there. There are definitely sub-83 IQ individuals out there working in society, so it's unclear what his point is.
You're making it sound like it's a quantum leap. If your IQ is so low that you can't master basic soldiering skills, then you will be incapable of doing anything else other than bagging groceries, or other noncomplex tasks. Are you unclear of the implications the simple reality of IQ distribution presents in the era of automation?

Only example I can think of is when Muhammad Ali failed his IQ test to go to Vietnam, so they have had IQ tests in the past at least.

If everyone were highly intelligent, you would still expect a relatively normal (Gaussian) distribution centered around 100 because the test itself is median centered at 100. You would still have people with IQ < 83.

True but learning ability is the best way to determine IQ - the amount of data, along with how quickly it's processed and how well it's understood are all factors.

the only way i gauge intelligence is by assessing how a particular individual's life varies from the mean/median. for example, an intelligent person isn't going to live a heavily leveraged lifestyle where a slight blip in income wipes them out completely. they're not going to develop a gambling habit or become emotionally invested in events that are largely outside of their control (sports, politcs etc.).
Being highly intelligent does not make you immune to mans common problem.
