How about a simple one: if you have complaints against an officer, actually investigate them and punish the officer, and it's a three strikes you're out rule. The guy who killed Floyd had 18 active complaints against him, and another of the four had 6. It's ridiculous they were even still in uniform.
Also, and this would be impossible because of the union, but if a cop is suspended due to misuse of force its' done without pay automatically. If you hit them in the paycheque cops might think twice about hurting another person.

1. Bodycams - good for police and for civilians. Has to be on for every interaction.
2. Federal oversight committee - cant be police policing police. Looks over incidents like this and prevents bad cops from moving to another state.
3. Crimanal justice reform - stop putting people in jail for nonviolent crimes and having them become violent. Stop being driven by money and encouraged to impose stupid fines and rules.

Also the video shows Chauvin with his right heel up, anyone who's done any form of combat training knows that his weight is on his left knee.
