A research team in China says it has created a new coating device that could help submarines evade advanced enemy sonar by mimicking water.
The tile-like device can analyse enemy sonar frequency, and generate opposing sound waves to cause the sonar operator to mistake the submarine for water, the researchers said.
Low-frequency sounds produced by the tiles can reach an intensity of up to 147 decibels, which is louder than a rock concert and sufficient to “cancel out” some of the most powerful active sonars used by the US military or its allies, according to the team from the Beijing Institute of Technology.
A complete unit of the device is less than half the size and thickness of a brick, allowing engineers to stick them all over the hull of a submarine to tackle sonar beams from different directions.
“The submarine surface coating widely used by the world’s naval powers is the anechoic tile,” the researchers said in their paper published in Chinese-language peer-reviewed journal Acta Armamentarii last month.
These “passive” sound-absorbing tiles, made of rubber or synthetic polymer, are usually less than 7 centimetres (2.8 inches) thick, and work best against sonar signals in a higher frequency range with wavelengths shorter than their thickness.
But they may not be as effective against longer wavelengths, and therefore lower frequencies, as the two are inversely proportional.

China gave 190 chip firms US$1.75 billion in subsidies in 2022 as it seeks semiconductor self-sufficiency

China gets first corn shipment from South Africa, bolstering push to diversify away from US
With China increasingly looking to friendly nations to help lower its grain reliance on the United States and war-torn Ukraine, the first shipload of South African feed corn was offloaded last week.
The noteworthy milestone was achieved by China’s largest food processor, manufacturer and trader – COFCO Group, which has for years been cultivating markets in South Africa, a fellow member of the BRICS group of emerging markets and also a participant in China’s Belt and Road Initiative.
The state-owned trader imported 53,000 metric tonnes (1.17 million pounds) of feed corn in the first batch, which will be supplied to domestic firms soon, according to Fan Zhenyu, who is in charge of the company’s international corn business.
In comments posted to COFCO’s website, Fan also said it would expand procurement sizes while exploring the use of regular bulk carriers to transport grain.
COFCO has already signed deals with 43 South African farms – with more than 70,000 hectares (173,000 acres) of farmland – to be long-term suppliers. The company also runs a large soybean-processing plant in the country.
Venturing as far as South Africa to source corn reflects the rising importance that Beijing is placing on acquiring critical grains in its bid to enhance food security.
Last year, China imported 20.6 million tonnes of corn, most of which is used for feeding animals, and the total is equivalent to 7.4 per cent of domestic output. US supplies accounted for 72 per cent of China’s imports, according to customs data.
The proportion of US corn fell to 37.8 per cent in the first quarter of this year, but it remained the No 1 source, followed by Brazil and Ukraine.

In a rare move, House Oversight lawmakers to hear from Navy program executives on shipbuilding
WASHINGTON — A House Oversight subcommittee is seeking testimony directly from two Navy program executive officers for a hearing on naval shipbuilding next week, an unusual congressional move.
The two officers expected to testify on May 11 are Rear Adm. Thomas Anderson, PEO for ships, and Rear Adm. Casey Moton, PEO for unmanned and small combatants, according to a May 4 committee statement.
“According to senior leadership within the Navy, China currently has a massive advantage on the United States operationally when it comes to shipbuilding. Given the astronomical amount of U.S. taxpayer funding put towards this effort, that is unacceptable,” said Rep. Glenn Grothman, R-Wisc., the chairman for the national security, border and foreign affairs subcommittee.
Grothman is referring to statements from Navy Secretary Carlos Del Toro, who has publicly acknowledged China’s shipbuilding capacity is overtaking the US.
“They have 13 shipyards, in some cases their shipyard has more capacity — one shipyard has more capacity than all of our shipyards combined. That presents a real threat,” he said in February, adding that it is difficult for the US shipbuilding industry to compete with a country using “slave labor.”
It’s an admission that has not sat well with lawmakers, particularly those who are keen to see the Navy’s fleet grow and have codified into a law a variety of requirements as to fleet size the Pentagon is supposed to meet, though those laws have generally lacked any penalty for the military if it fails to meet the standard.
The Oversight Committee has a broad jurisdiction — for perspective, statements about the Environmental Protection Agency, the Food and Drug Administration and the US Attorney for the District of Columbia all neighbored the one about shipbuilding on the committee’s website — and it’s not unprecedented that PEOs testify directly to lawmakers, for instance, before the Armed Services subcommittees. But it is rare to see the Navy’s PEOs called to testify to an oversight subcommittee prompted by their boss’ comments.

Can China hit a US aircraft carrier or other heavily protected ship with a missile?

I have been thinking that rather than invade Taiwan, China would blockade it, threatening to sink any ship coming or going from Taiwan with missiles launched form the Chinese mainland. Most likely Taiwan would surrender and the US would not escalate to the point of attacking the Chinese mainland. China would probably need to demonstrate sinking a heavily protected ship.
It was recently reported a Russian hypersonic missile was shot down in Ukraine. Supposedly China has the most advanced missiles. Articles I have read suggest a true hypersonic missile (mach 5+, on non-ballistic trajectory) are unstoppable but may not be able to hit a small moving target like a ship.

Beijing unveils ‘battle plan’ to supercharge innovation hub, lure foreign talent
China will step up its bid to compete with other world-class innovation centres like Silicon Valley by building an international science and technology innovation complex in Beijing, to be completed by 2025.
Plans for the Beijing International Science and Technology Innovation Centre – to be personally overseen by President Xi Jinping – were announced on Thursday and called for Beijing to offer attractive visa, work permit, and long-term residence options through a “new round of facilitation policies for foreign talent”.
Under the plan, Beijing must improve its ability to “independently cultivate high-quality” science talent by helping colleges and universities speed up implementation and improvements to various disciplines. Reforms to engineering education will aim to improve training for high-quality engineers.
China faces escalating pressure from the United States, which intends to compete with China on many fronts – especially in technology sectors like semiconductor production – as the US sanctions many Chinese hi-tech institutions and companies, a move Beijing sees as part of a plot to curb China’s technological progress.
Washington’s measures have prompted Beijing to take “resolute countermeasures” and embark on a quest for technological self-reliance, hoping to achieve breakthroughs in key supply chain bottlenecks, like high-end computer chips.
The plan will be jointly managed by 12 government agencies, including the Ministry of Science and Technology, the Beijing Municipal Government, and the National Development and Reform Commission – China’s top economic planner, according to an announcement posted on their websites.
The announcement said the Beijing International Science and Technology Innovation Centre would become a “world-leading source of innovation for cutting-edge science and emerging industries”.

As China expands into African countries and funds mega projects under its Belt and Road Initiative, Chinese nationals are increasingly being targeted in attacks. Most recently, nine Chinese workers were killed at a gold mining site in the Central African Republic in March.
Chinese nationals have been warned of an increased risk of kidnappings and attacks in the resource-rich Democratic Republic of Congo (DRC) and in Nigeria. China’s public security ministry sent a team of experts to the DRC last year when the situation worsened, and Beijing said it would send criminal investigators to Nigeria after a rise in kidnappings and attacks on Chinese there.
Nantulya said security cooperation was growing, as was “promotion of Chinese policing norms within African police forces”. He said more than 2,000 African police and law enforcement personnel had received training in China between 2018 and 2021.
The report was published last week by the Africa Centre for Strategic Studies at the National Defence University in Washington, where Nantulya is a research associate.

China remains in focus as US House and Senate shape Pentagon budget bill
After months of combing through more than 1,000 amendments, the US Senate finally passed its version of the National Defence Authorisation Act last week – and as has been the case in recent years, it was ripe with measures to counter China.
The NDAA, legislation that establishes the top-line budget and directs policy for the Pentagon for the coming financial year, is a “must-pass” bill because its enactment is required for members of the military to receive their pay and benefits on time. As a result, provisions not strictly tied to defence often make it into the bill.
The Democrat-led Senate passed its version by 86-11, while the Republican-led House narrowly passed its version earlier in July, 219-210.
Reconciliation of the two into a single bill comes next, ahead of sending it to US President Joe Biden to sign into law, typically near the end of the year.
Taiwan
With speculation rife that Chinese President Xi Jinping has ordered People’s Liberation Army troops to be ready to take Taiwan by force by 2027,the self-ruled island has been increasingly featured in recent NDAAs.
Both versions of the bill have many provisions dealing with Taipei’s defence, including assessments of a blockade of fuel to China and other military options in the event of a PLA attack on Taiwan.
And for the first time, the NDAA – at least in its House version – calls on the secretaries of State and Defence to maintain a non-combatant evacuation plan for Taiwan.
In addition to requesting an overall assessment of Taiwan’s defence needs and US military readiness for war, the House version of the bill seeks a feasibility analysis of a US naval blockade of fossil fuels to China in the event of armed conflict.
The Senate version requires a risk analysis of a sustained Chinese military blockade of the island, as well as a report on the “range of geopolitical and economic consequences” of a conflict in 2030.
It would double the frequency of Pentagon briefings to Congress on Beijing’s military posture from annually to every six months.
Building on similar measures in last year’s NDAA, the Senate bill would also establish a “comprehensive” training, advising, and institutional capacity-building programme for Taiwan’s military – the better to improve Taiwan’s ability to defend itself.
Countering influence
As with previous years, restricting Chinese influence in the US remains a focal point.
The Senate bill bans entities from China, Russia, Iran and North Korea from purchasing American farmland and agricultural businesses – which the sponsoring legislators justified by using food security and espionage claims.
The same amendment calls for adding the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) – the inter-agency committee that screens inbound foreign investment.
The House bill includes a measure that would require researchers financed by the Pentagon to disclose personal information like their nationality and educational background – a move that the White House strongly opposes, criticising it for adding administrative burdens, creating “an inadvertent national security risk” and likely deterring the Pentagon’s ability “to attract the best and brightest foreign scientists”.
Several measures from both chambers hope to block Chinese ideological influence, including ones that prohibit Pentagon support for films that have been censored by China.
Both versions target Confucius Institutes, which would effectively close all existing institutes in the US by 2026.
Indo-Pacific
Both the Senate and House bills also bolster existing regional security initiatives in the Indo-Pacific.
The Senate version supports programmes like a maritime domain awareness initiative with regional allies – including Australia, Japan and India – and the Indo-Pacific Campaigning Initiative, which would increase the frequency of US military exercises and partner engagements in the region.
