I live in a heavily black city too, and...while I've never had any direct issues it's hard to deny the general lack of conscientiousness you see. All kinds of litter, constant retarded jaywalking across busy streets, the overabundance of moronic drivers, carts left all over the parking lots at grocery stores, street light poles constantly being knocked over, etc. I've never witnessed anything close to the levels of these things, that I do now, prior to living here.
