But why couldn't there have been an APC which engaged/approached the UPS truck first rather than getting out of regular vehicles on foot which then required cover and drew fire AT civilians?

Timing was obviously a factor but if you knew you had an APC on the way which could probably engage much more effectively why would you jeopardize your life and everyone else's in the vicinity stop a truck that would have just continued to drive down the shoulder?

That may be so but you're also talking about a UPS slowly making it's way through heavy traffic. This was far from a conventional pursuit so why not follow with unconventional tactics?

You're a cop and you're trained to fall back to your training and other best practices but studies have actually shown that LE are often times more limited in their problem solving skills because they've become so narrowly focused on only what their training dictates they do in a given situation. Whereas better solutions do sometimes exist that are not deployed because it's just not in the SOP.

Not saying my APC suggestion is the right solution either, but there certainly was a better way this situation could have been handled and the training/tactics don't always result in the best possible outcome.

APCs are not just roaming the street to be used. Its a swat call out that takes minimum 2-4 hours to mobilize. Not all departments have APCs either. Swat also generally doesnt get involved in pursuits
