Yeah. he's done. Might play again, but will never be competitive after that. Pins are too restricting for movement like he would have to do. Even in the ankles and lower leg. Also recovery will be months before he's walking properly, never mind swinging a club.

I wonder if he went downhill and back to sex and drugs after Lindsay Vonn exited the picture. He seemed to be pretty good up until then.

Why? Because he had some bone damage and muscle swelling? It's way too early to be making statements like his career is over. The plates and screws in his bones don't warrant it and the muscle sheath issue is unknown at this point. He could get the hardware removed from his bones at a later date and the muscle sheath could heal.
