Look at the clear rate for Baltimore. It's extremely low. This trend is seen through high crime big cities. We can safely assuming the majority of unsolved murders are committed by black gang members. Black people likely commit 60-70% of all murders in the USA. Still, 20,000 murders in a country of 360million is a small percentage especially when taken into consideration the majority of those murders are other gang members.

Someone saying "yeah I saw the shooter, it was an older black guy with dreads in a white Nissan sedan. He drove that way" or "Yeah I saw it, it was this guy Chris who hangs out here" is much more helpful in the opening hours of an investigation than "nah bruh I ain't finna see nuffin dawg"
Besides, if no one says anything, the cops don't know whose cell phone data should be pulled, who needs to be swabbed for DNA, whose house to get a warrant to search, whose financial records to pull, etc.
I know you don't like the differences in intelligence between races, but it is fact, and blacks not speaking to cops ironically just allows other blacks to keep killing more blacks.
