I work for a police department in a major US city. You've gotta be insane or have had terrible training to think that was a good shoot.

Terrible tactics and the officer is clearly too afraid to do the job.

Obviously if you follow commands perfectly, 99.9% chance you will be fine. That still doesn't make it okay and shouldn't sit right with people that if someone is having a bad day, or maybe high or drunk decides to not follow orders means it's okay to be gunned down by police even when the person is unarmed and outnumbered.

I would say based on that video its certainly possible his hand dropped in response to being shot.

However, based on the close up ground view, it is also possible the officer reasonably thought he was reaching for something in the car.

The windows was closed as shown by the lawyer with a poster sized zoomed screen shot... but my question is at what time in the video does the shot go off. The first bang is the door slamming.

Its immaterial whether they were actually open or closed. What matters is what the officer reasonably perceived under the circumstances.

Oh, I don't know exactly when the shot goes off.

If the first bang heard is a door and not a gunshot, that only makes it more likely he was shot after dropping his hands.

In the early morning hours of Sunday, March 16, 1975, Carolyn Warren and Joan Taliaferro, who shared a room on the third floor of their rooming house at 1112 Lamont Street Northwest in the District of Columbia, and Miriam Douglas, who shared a room on the second floor with her four-year-old daughter, were asleep.The women were awakened by the sound of the back door being broken down by two men later identified as Marvin Kent and James Morse. The men entered Douglas' second floor room, where Kent forced Douglas to perform oral sex on him and Morse raped her.
Warren and Taliaferro heard Douglas' screams from the floor below. Warren called 9-1-1 and told the dispatcher that the house was being burglarized, and requested immediate assistance. The department employee told her to remain quiet and assured her that police assistance would be dispatched promptly.
Warren's call was received at Metropolitan Police Department Headquarters at 0623 hours, and was recorded as a burglary-in-progress. At 0626, a call was dispatched to officers on the street as a "Code 2" assignment, although calls of a crime in progress should be given priority and designated as "Code 1." Four police cruisers responded to the broadcast; three to the Lamont Street address and one to another address to investigate a possible suspect.
Meanwhile, Warren and Taliaferro crawled from their window onto an adjoining roof and waited for the police to arrive. While there, they observed one policeman drive through the alley behind their house and proceed to the front of the residence without stopping, leaning out the window, or getting out of the car to check the back entrance of the house. A second officer apparently knocked on the door in front of the residence, but left when he received no answer. The three officers departed the scene at 0633, five minutes after they arrived.
Warren and Taliaferro crawled back inside their room. They again heard Douglas' continuing screams; again called the police; told the officer that the intruders had entered the home, and requested immediate assistance. Once again, a police officer assured them that help was on the way. This second call was received at 0642 and recorded merely as "investigate the trouble;" it was never dispatched to any police officers.
Believing the police might be in the house, Warren and Taliaferro called down to Douglas, thereby alerting Kent to their presence.At knife point, Kent and Morse then forced all three women to accompany them to Kent's apartment. For the next fourteen hours the captive women were raped, robbed, beaten, forced to commit sexual acts upon one another, and made to submit to the sexual demands of Kent and Morse.
In two separate cases, Carolyn Warren, Miriam Douglas, Joan Taliaferro, and Wilfred Nichol sued the District of Columbia and individual members of the Metropolitan Police Department for negligent failure to provide adequate police services.The trial judges held that the police were under no specific legal duty to provide protection to the individual plaintiffs and dismissed the complaints.

Let's play this scenario out
You are walking to your car, a robber pulls a gun on you and says get down
You keep walking to your car, disregarding the calls of the robber
Get to your car and get shot
Could you have avoided that situation?

The fact of the matter is, both are humans with a gun drawn on you

It's clear in the footage they had an opportunity to overwhelm and subdue him prior to allowing him to reach his car window.

It would not have been unreasonable for the lead officer tailing him to the bumper to swing left and flank the suspect before he clears the bumper and reaches the driver side door.

Suspect should have obeyed commands and officers should not have allowed him to retreat to a range where gunfire was the only physical means to stop any offensive action that could have occured.

Lead officer tailed in the line of fire, as well. Hanging back or circling to the left would have allowed for more officers to fan out rather than close distance immediately and limiting line of sight to one direction.

There was no strategic advantage to shadowing an unarmed suspect to the bumper and then allowing him to create distance between the bumper and driver side door. That created the circumstances that made shooting reasonable.
The closer we approach the uncertainty of life's ending the more we wish to trade all of the things we have acquired in exchange for all of the things we have lost: wealth for youth, knowledge for fresh curiosity, resignation for hope. We'd trade our wisdom for new experiences, but it is wisdom that will teach us that at the end of the road the only new experience is death.
