I'm no doctor but there have been serious leg injuries in other professional athletes who have made full recoveries.

Alex Smith - suffered a spiral and compound fracture to his tibia and fibula in his right leg when he was sacked by Kareem Jackson and J. J. Watt. Following the initial surgery, Smith developed life-threatening necrotizing fasciitis that resulted in sepsis which required him to undergo 17 surgeries, including eight debridements, across four separate hospital stays over a period of nine months. Doctors had suggested that an amputation above the knee might be his only option before performing skin grafts and an operation transferring muscle from his left quadriceps to save it. He made a full comeback.

Shaun Livingston - suffered a debilitating knee injury, dislocating his left kneecap after landing awkwardly following a missed layup, resulting in the left leg snapping laterally. Livingston injured almost every part of his knee, tearing the anterior cruciate ligament (ACL), the posterior cruciate ligament (PCL), and the lateral meniscus, badly spraining his medial collateral ligament (MCL), and dislocating his patella and his tibio-fibular joint. Livingston was told by a medical professional at the hospital that there was a chance that his leg would have to be amputated. He required months of rehabilitation to be able to walk again. He made a full comeback.

Paul George - landed awkwardly at the base of a basket stanchion after fouling James Harden during a Las Vegas scrimmage, and suffered a compound fracture of both bones in his lower right leg. Made a full comeback.

Gordon Hayward - suffered a fractured tibia and dislocated ankle in his left leg less than six minutes into the Celtics' regular-season opener against the Cleveland Cavaliers. He landed awkwardly on the hardwood after an attempted alley-oop off a pass from Kyrie Irving, causing his leg to collapse underneath his weight. He was later ruled out for the rest of the season after undergoing surgery. Hayward had made considerable progress until he needed a second surgery in March 2018. Made a full comeback.

Willis McGahee - In the early part of the fourth quarter during the 2003 Fiesta Bowl National Championship Game, McGahee suffered an injury after catching a screen pass from Dorsey. He was immediately hit by Buckeye safety Will Allen, bending his left knee backwards and causing tears of the ACL, PCL, and MCL. This injury required several surgeries and extensive rehabilitation before he would be able to play again. Made a full comeback.

Of course none of these basketball and football players were 45 years old like Tiger is, and Tiger's pre-existing back injuries probably make it that much worse, but I wouldn't plain and simply rule him out based on the information we have right now. The above stories clearly show leg injuries can very likely fully heal.

after I got pins in my knee, it never healed right and I tried and did everything I could. Physically therapy for a year even. Also this was the day after his 4th back surgery and he was probably on pain killers from that. Between his driving under the influence record and injuries I don’t think he’s coming back this time. If I was him I’d retire and just move to a nice island somewhere

I'm not sure about that. I read an article a long time ago about whatever the newest Gran Turismo game was, it it talked about how it was difficult to get the licensing from car manufacturers because they did not ever want people to see their cars all smashed up. Plus Hyundai touts about all the bells and whistles of the Genesis, yet it couldn't keep him on the road with the lane assist, brake assist etc. and it gives people less confidence, even though it might be as good as whatever else there is out there.

The muscle sheath issue is likely “Compartment Syndrome”, which is not anything to worry about if caught early (which it was).

He should be fine.
