Actually, in all human history, White birth rate never outpaced African (Black & Brown) birth rates. Whites were always a minority.
They actually discussed this problem in 19th and 20th century Western societies, a big part of the reason they encouraged higher birth rates (that and they needed soldiers too).

The white birth rate used to be like 7 per woman not long ago. That's much higher than virtually every African country today. By your logic, white people were lower IQ back then, than Africans are today.
