He did not kill Starlight, because she betrayed the team for love

He did not kill Butcher because Butcher was trying to kill him out of the mistaken idea that Homelander raped his wife. Homelander told him, as did the scenes, that he did not rape her. So, Homelander forgave Butcher, WHO MURDERED the invisible guy, for doing all of that by mistake.

In that last episode, Homelander figured out that Maeve was plotting to kill him with Butcher, and did nothing to hurt anyone.

So, those are all examples of people Homelander could not control, who were trying to hurt and murder him, and murdered his friends, who he did not harm because he thought they had good reason for their actions but were mistaken.

Not many villains in films act like that.

Psychopaths are people born without the ability to feel emotion.

Homelander is an obviously emotional wreck and the show goes out of its way tell you he was abused, has mommy issues that are really weird, and so on. A psychopath wouldn't have any of those issues.

Homelander is more like someone who grew up in a very bad ghetto.

The show is written poorly.

Firstly, in the first part of the show, Homelander and the woman are alone and she seems excited. Later, a video camera catches her leaving fixing her clothes and hair like she just did something naughty.

Meanwhile, if Homelander wanted to rape you and you resisted, how do you think you would end up?

Secondly, Butcher's wife runs away and leaves him with her kid from Homelander. Why would a raped woman do that?

Later, Homelander finds out that Butcher is MURDERING people to get to him and instead of killing Homelander, like he would everyone else, he tells Homelander that he didn't rape anyone and it's a mistake.

As I have pointed out before, Homelander does not kill people he thinks did bad things for correct reasons.

So, the show sends these mixed messages because the writers are bad at writing but if you piece it all together what I'm saying makes sense.

It's also often implied Homelander almost could have been a good guy if things had been different, he's clearly a psychopath and control freak. I'm not even talking him ripping apart Supersonic, that guy was plotting against him, but just so many things he does is unnecessarily nasty or evil.
The comics and the show are so different at this point that theres no point comparing the two.

how could you have so much "expertise" in this field yet not know that psychopaths are capable of experiencing emotions and do not use stimulation as their only motive for doing bad things?
