Imagine Mueller knowing but allowing Trump to remain in power and make important foreign policy decisions.

It's not easy to prove, and it's far more likely that Trump is not being "controlled" by Russia, but rather he is being heavily influenced because of his dealings with the Russian government in the past, and possible future dealings with the Russian government. The oligarchy which controls the Russian government has directly purchased Trump properties.

If some entity gives you hundreds of millions of dollars you tend to think of them differently.

And in the present case Trump still controls his businesses. He never put his businesses in a blind trust. To this day he receives funds directly, not just from Russia, but from many different governments because of stays at his hotels.
