I would add:

The prices of gas are high due to the taxes the government put on it
This high prices created a black market controlled by cartels (called "huachicoleo"), they steal gas from pipelines and sell it a few below the market price (it became a great business for cartels)
Just recently the government started fighting the cartels on this matter (not by lowering taxes which could fix it ll together...)
This attemp by the government to fight "huachicoleo" created gas shortage as dumb kents closed pipelines (so cartels cant steal), secondary effect? Towns without gas, yes real
Everybody mad, business owners werent able to transport what they needed for their business, mass psicosis as we all went to gas stations and filled our tank
After everybody got mad, the government was like "ok, we dun goofed" and opened a few pipelines (a week or so later)
This time due to the situation of gas shortage (created by the government bad ideas) made people really worried and everyone was trying to get gas even if it took getting it just as the cartels were doing it (by breaking pipelines)
So, broken pipeline, a whole town stealing gas (kids were there too... yeh, adults dumb as fuk too) and the clothing could have created the explosion
The army was there, they didnt even attempted to remove people from there and just left them to steal as the president orders are "no repression" (the twat thinks that applying the law is repression. Now there is people dead due to the stupidity)

Stealing gas isn't the problem, 100's of people standing point blank to a geyser of highly flammable fuel trying to catch it in their hands and funnel into a plastic jug is the issue here.

If they were smart they would have a long length of plastic hose and just collect the fuel at a safer distance.
