the costs can be put onto the party at fault later

You're wrong from a few different angles and here.

Mainly, the govt did step in immediately. You're chitting on all the first responders by claiming they didn't.

Second, the govt's role at various levels is to be both reactive and proactive. The US govt has a tendency to play politics with proactive regulations and anyone who's onboard with casually dismissing regulation in the name of politics is part of the problem.
