Men and women should be "sterile" until they can pass an iq test, background test, can prove they are in a long term monogamous relationship (preferably marriage), and possess the finances to raise children without govt assistance. When they pass their tests, they will then have minor surgery to allow them to reproduce.

This is actually mine as well. People shouldn't be allowed to have children unless they can prove that they can (1) afford them and (2) know how to raise them.
The main issue with this is how you can punish offenders without punishing the chilrden. Your idea fixes this, but will probably cause a lot of controverse, not to mention the costs to actually do this.

Just because you CAN do something, doesn't mean that you SHOULD do it.

I want to ensure that children who do get born actually get raised by parents who have time/money/resources/... for those children and will provide them with a good future.
I can see (and agree with you there) that there is potential for abuse and/or a very gray area here. I also don't believe that this will ever become a reality.

The reason it's a controversial opinion is because, like someone else said, these methods have been used in the past to prevent people from procreating for racist reasons. It's also similar to requiring a literacy test before allowing people to vote. That was used in the past to keep black people from voting because blacks were of course denied education. Stuff like this only extends past discrimination. I thought it was obvious so I just said he sounds classist and stupid.

I would add my own controversial opinions but all my opinions are controversial.
