Too all the people in this thread that are claiming this and that, have you ever been in a firefight? If the answer is no then you can’t say shít. When someone is shooting at you, you automatically take cover and return fire. Re watched the video and see cops running to get better angles to return fire, most are at the engine block.

Also these are armed fleeing felons who just SHOT A WOMAN IN HER HEAD when they robbed the store. That changes everything

Keep reading the whole manual, all law enforcement guides are the same after the LIRR shooting. You may not shoot if the safety of innocent people are in danger UNLESS not doing so may cause serious psychical injury to others.
So if other people’s lives are in danger you may shoot in the understanding that not doing so may cause someone to die. So don’t partly quote a guide without reading the whole guide or law.

Cops rushed the truck and started the shootout. They were on foot guns drawn, what are you even tlaking about? People died due to the cops, not in spite of them.

In the LIRR shooting he was indiscriminately shooting civilians.

These criminals were shooting at cops because they're approaching the truck with weapons drawn. If the cops back off or end the pursuit there is a high probability the suspects would stop shooting, or not shoot at all
