- once we are moving out we are calling the council, sending our tenancy agreements (proof) and he is getting busted with a hefty fine and owe us all of our rent money until now back
- unlimited ceiling for council fine + almost 25 000 USD worth of rent

Hear this bull**** out:
- Live in 3 bedroom flat. Me and a bloke share a bathroom, third room is a en-suite.
- The en-suite bloke's employer literally shutdown and is going under due to corona, me and the other bloke are in software engineering in big companies so we are working from home and stable.
- Flatmate and landlord obviously got into a disagreement.
- I understand both positions but flatmate gave him a very sensible solution as he can't pay for upcoming month - he suggest the landlord took the deposit to pay (deposit worth 1 month of rent) and once he is back to work he will give him for a new deposit.
- Landlord refuses and wants his money NOW. Me and the bloke want peace and prosperity so since our jobs are stable we suggested giving 1 month rent each in advance so that landlord has "more availability of funds NOW" and give both him and the bloke more time.
- Landlord brushed off the idea and came up with something that really enfuriated me - since me and the bloke who share are on per month contracts he decided to tell us that our rents are going up by 30% next month due to the en-suite guy not being able to pay.
- Me and the bloke are moving to his family's house in a city 100 km from London as we are working from home. En-suite guy is going to the police as there is an emergency eviction law in place for him.
- Here is the juicy part. All this time our landlord is renting the flat to 3 unrelated people. This require a Housing Multiple Occupants licence in the UK, which he doesn't have as he doesn't want to pay for it and the subsequent extra council tax.
- We all knew this but we didn't give a ****. But now him being a tough guy he deserves this. Literally all 3 separate tenancy agreements are built on illegal dodging of HMO licence.
- We all emailed him at once separately that for council enquiry purposes we want a copy of the HMO licence for the property. 2 min later he called the en-suite guy apologising and asking how we can settle this.
- We are not letting go because we also found out that apart from a hefty fine he owes us all of our rent back. So all 3 of us get our past 6 months rent back.
We have to teach the FFB* a lesson.

I'm not sure of laws there but I know in NA what the landlord is doing is illegal, tenant rights are something everyone should know where ever it is they live.
30% increase on rent because he "feels like it"? Nah it doesn't work that way, there's renting contracts for agreements.
As far as I know you can't be evicted right now for not paying rents, and rightfully so since so many are out of work.
Landlord's make nice profits(I'm one myself), don't let them bullchit you, they're not going under yet.

As far as "not paying tax" trickling down to us with less rent - it doesn't affect us much. The main thing is the upfront purchase of said license (thousands for this big property), not the extra tax.

If your landlord could not fix a mold issue or roof leak because he lost his job would you still pay him? Law in most areas says you would not have to.

You do realize that some people buy to live, still have a mortgage, then rent out - and simply adjust the terms of the mortgage, right? LOL at 'seizing his house and losing his downpayment'.
2. If he needed the license etc. for the flat share and didn't get it, presumably your rents were lower accordingly. So your 'not being a dik' sounds like a mutually beneficial relationship to me. Advice to op, check out the covid eviction rules (can’t believe you haven’t done this)
Find out if the property is mortgaged(don’t know how you do this sure it’s possible, Land Registry?)
If it is mortgaged, you are in a VERY strong position to do wtf you want for the reasons I explained.
