Do you decide based on where the arbitrary borders end in latitude? What about Mauritania? What if someone has really dark skin but lives in Egypt? How much black is enough? How much is too little? How do you prove it?

That DNA test says I have .6% North African ancestry. Can I join black misc during late summer when I have a decent tan?

Even if you could somehow break it down by the many thousands of ethnic groups, it's still a complete mess.

None of this chit can be pinned down, so everyone on every side of this just reverts back to skin color. It's not real and never has been.
